Is there Uber or Bolt in Montenegro? No — here is what works instead (2026)

Montenegro has 620,000 inhabitants, municipal taxi tariffs and a strong licensed-driver lobby. Uber and Bolt enter markets through private drivers without taxi licences, and that model is illegal here: only a car with a taxi licence and a “TX” registration plate may carry paying passengers. For the aggregators the market is too small to negotiate with every municipality.

There have been no public announcements of a launch as of September 2026. Open Uber in Budva and you get a map with no cars or a prompt to “schedule for later”.

The practical conclusion: do not plan on “I’ll just call one like at home”. The local system is more transparent than it looks once you know three things — how to call, what it costs and how to pay.

Local apps. On the Budva coast, Budva Taxi App: you enter pickup and destination, see an approximate fare on the local tariff and publish the request to registered drivers nearby; a driver decides whether to accept, and you pay them directly — the app takes no commission from the passenger. Podgorica has TeslaGo; MonteGO is trying to establish itself nationally, with mixed reviews and few cars in high season.

Phone and Viber taxi companies. Every town has several firms with short numbers (starting 19… in Montenegro). Operators speak English more often than not; Viber/WhatsApp is easier: text the address, get a plate number and a time. The drawback: you learn the price from the driver.

Taxis at the rank. Official cars — yellow TAXI roof sign, “TX” plate — wait at the airports, bus stations and Budva Old Town. They name the price; agree it before you get in.

Pre-booked transfers (Kiwitaxi, Welcome Pickups, Suntransfers, GetTransfer). Fixed price, card payment in advance, name board. Good for long routes and families; the intermediary’s commission is in the price.

Tariffs are set by municipalities and are similar across the country: about €1 flag-fall and €1 per kilometre (Tivat €0.80, Podgorica cheaper at €0.50–0.60). A ride within town is €3–7, Budva to Bečići €5–8, Budva to Sveti Stefan €15–20, Budva to Kotor €25–35.

Intercity trips and airports run on a negotiated price per car rather than the meter: Tivat Airport to Budva €50–70 at the terminal, Podgorica Airport to Budva €50–95. Night tariffs (usually 22:00–06:00) add 20–30%.

The price is always per car, not per passenger. If a driver says “thirty euros”, ask: for everyone?

The currency is the euro. Most drivers take cash only; a card terminal is rare even in Budva. UK and EU cards work in ATMs and shops, so withdraw before you need a taxi — the arrivals halls at both airports have ATMs.

Through Budva Taxi App you also pay the driver directly in cash — the app does not hold your money and takes no commission from the passenger; it only forwards the request and shows the tariff estimate. Tipping is not expected; rounding up is the local habit.

The airports are where the absence of Uber bites hardest: a queue of taxis at the exit, a price “depending”, more at night. Two rules work at both: agree the sum for the whole car before the suitcase goes in the boot, and if you land at night or with children, send a request through the app before you fly — the driver confirms the pickup and waits if you are delayed.

Install the app (iOS and Android) and register with your phone number — a UK number works, the code arrives by SMS. Choose pickup and destination; the app shows distance, time and an approximate fare on the local tariff. Add the time, passenger count and luggage, and the flight number for an airport pickup.

Tap “send request”. Registered drivers nearby see it; whoever accepts appears in the app with name, plate and a chat. You pay the driver in cash after the ride. If nobody accepts (deep night, a remote village), call a city taxi or take one at the rank — the request commits you to nothing.

For a week in Budva without long trips, taxis come out cheaper than a hire car: 4–6 rides at €5–20 against €30–40 a day plus parking (€1–2 an hour in Budva in summer, and no spaces). Hiring makes sense if you plan Durmitor, the Tara canyon or daily moves between towns. A UK licence is valid; most rental desks want a credit card for the deposit.
